	Copy backup file.
	(gc_component_change_options) [HAVE_W32_SYSTEM]: Non-atomic replace.
	(gc_process_gpgconf_conf): Rename fname to fname_arg and
	fname_buffer to fname, initialize fname with fname_arg, discarding
	const qualifier.
