gpgconf: New commands --create-socketdir and --remove-socketdir.

* tools/gpgconf.c: Include unistd.h.
(aCreateSocketDir, aRemoveSocketDir): New.
(opts): Add --create-socketdir and --remove-socketdir.
(main): Implement them.
