build: Change make distcheck configure and temp. remove gpgconf.scm.

Browse Source 
* Makefile.am (DISTCHECK_CONFIGURE_FLAGS): Also test gpgtar and
wks-tools.  Disable ntbtls.
* tests/openpgp/Makefile.am (XTESTS): Temporary remove gpgconf.scm.
