### Adds a new normalizer to normalize œ to oe and æ to ae
Now search words containing `œ` or `æ` will be retrieved using `oe` or `ae`, like `Daemon` <=> `Dæmon`

### Fix: make `chinese-normalization-pinyin` feature flag compile
Fixes #4629
