This patch removes the on-demand-loading of libiconv which we did for
13 years or so. The rationale back then was that libiconv is too
large and often not used. Nowadays all kind of Unix software has been
ported to Windows and many of them require libiconv. Thus in the end
there is no saving from not requiring it. It also remove a common
source of trouble with awrong or missing iconv.dll.

char * vs. unsigned char * warnings. The GNU coding standards used to
say that these mismatches are okay and better than a bunch of casts.
Obviously this has changed now.
to libgcrypt functions, using shared error codes from libgpg-error,
replacing the old functions we used to have in ../util by those in
../jnlib and ../common, renaming the malloc functions and a couple of
types. Note, that not all changes are listed below becuause they are
too similar and done at far too many places. As of today the code
builds using the current libgcrypt from CVS but it is very unlikely
that it actually works.
