This prepares the support for OpenPGP v5 keys. The new version 2 blob

On most 32 bit systems size_t is 32 bit and thus the check
size_t cert_off = get32 (buffer+8);
size_t cert_len = get32 (buffer+12);
if (cert_off+cert_len > length)
return gpg_error (GPG_ERR_TOO_SHORT);
does not work as intended for all supplied values. The simplest
solution here is to cast them to 64 bit.
In general it will be better to avoid size_t at all and work with
uint64_t. We did not do this in the past because uint64_t was not
universally available.

Originally the KBX code was written to allow standalone use. However
this required lot of ugliness like separate memory allocators and
such. It also precludes the use of some standard functions from
common due to their use of the common gnupg malloc functions.
Dropping all that makes things easier. Minor disadvantages: the kbx
call done for gpg will now use gcry malloc fucntions and not the
standard malloc functions. This might be a bit slower but removing
them even fixes a possible bug in keybox_tmp_names which is used in
gpg and uses gpg's xfree which is actually gcry_free.

Before this patch a "gpg --check-sigs" opened and closed the keybox

The common use case is that the process waiting for a rename does an
import while another process does a key listing with only short lock
periods. Thus it does not make sense to set the final backoff time to
8s. It would actually be okay to retry every 100ms but that would
spill the console with "waiting..." messages. This change prints the
waiting message only every 1.5s.

This change aligns the registering of keyboxes with those of
keyrings. This fixes a potential bug:
gpg --keyring foo.kbx --keyring bar.gpg --keyring foo.kbx
would have marked bar.gpg as primary resource and thus inserting new
keys there. The correct and now fixed behavior is to insert to
foo.kbx.

The keybox code doesn't work directly with keyblocks. As such, the
matched user packet is not readily available to pass to
DESC[n].SKIPFNC. But, we do know the index of the user id packet that
matched. Thus, pass that instead. If the skip function needs the
user id packet, it can use the key id to look up the key block and
find the appropriate packet.

Commit 91b826a388 was not enough to
avoid all sign extension on shift problems. Hanno Böck found a case
with an invalid read due to this problem. To fix that once and for
all almost all uses of "<< 24" and "<< 8" are changed by this patch to
use an inline function from host2net.h.

gnulib has always been a cause of trouble in GnuPG because we used
only a very few functions and the complex include machinery of gnulib
is quite complex and the cause for many build problems for example on
OS X. This is not gnulib's fault but due to our limited use of gnulib
and that we only rarely update the gnulib code to avoid regressions.
In part two we will address the functions
mkdtemp
setenv
unsetenv
strpbrk
which may bot be implemented on all platforms. They are not required
on a libc based system.

To test this feature you may set the limit back to 1MiB and use key
F7F0E70F307D56ED which is in my local copy close to 2MiB. Without
this patch it was possible to import the key but access to that key

The problem was reported by dkg on gnupg-devel (2014-10-07):
I just discovered a new problem, though, which will affect people on
systems that have gpg and gpg2 coinstalled:
0) create a new keyring with gpg2, and use it exclusively with gpg2
for a while.
1) somehow (accidentally?) use gpg (1.4.x) again -- this creates
~/.gnupg/pubring.gpg
2) future runs of gpg2 now only look at pubring.gpg and ignore
pubring.kbx -- the keys you had accumulated in the keybox are no
longer listed in the output of gpg2 --list-keys
Note that gpgsm has always used pubring.kbx and thus this file might
already be there but without gpg ever inserted a key. The new flag in
the KBX header gives us an indication whether a KBX file has ever been
written by gpg >= 2.1. If that is the case we will use it instead of
the default pubring.gpg.

The checksum was never used in the past. Due to fast SHA-1
computations in modern CPUs we now use SHA-1. Eventually we will
support a First blob flag to enable the use of a secret or public
HMAC-SHA1. The first may be used for authentication of keyblocks and
the latter to mitigate collission attacks on SHA-1. It is not clear
whether this will be useful at all.

Import and key listing does now work with the keybox format. It is
still quite slow and signature caching is completely missing.
Increasing the maximum allowed length for a keyblock was required due
to a 700k keyblock which inhibited kbxutil to list the file.
kbxutil's option name --import-openpgp is not quite appropriate
because it only creates KBX blobs from OpenPGP data.
