* tools/gpgconf-comp.c (munge_config_filename): New.
(change_options_program): Call it.
--
In case a system-wide config exists but no local file, the component
returns the name of the system-wide config file and gpgconf tried to
update this file. This fixes this by detecting the presense of a
system-wide config file.
This applies only to 2.2; the configuration system in 2.3 has been
heavily changed to better handle system-wide configuration files.

* tools/gpgtar.c (oUtf8Strings): New.
(opts): Add option --utf8-strings.
(parse_arguments): Set option.
* tools/gpgtar.h (opt): Add field utf8strings.
* tools/gpgtar-create.c (name_to_utf8): New.
(fillup_entry_w32): Use that.
(scan_directory): Ditto.
(scan_directory) [W32]: Convert file name to utf8.
(gpgtar_create): Convert pattern.
--
Note that this works only with file names read from a file or if the
specified files on the command line are plain ascii. When recursing
into a directory Unicode file names work again. This limitation is
due to main(int, char**) which can't get the wchar version. We could
fix that but is needs a bit more work in our init code.

* tools/gpgtar-create.c (gpgtar_create): Switch to the -C directory.

The -C option is pretty useful given that pattern are always relative
to the current directory. In contrast to GNU tar, the switching is
done only once.

Right now this command is not very useful because dimngr has not yet
been changed to create the swdb.lst. For manual tests the swdb.lst
file from the Net can be used with these additional lines:
.filedate 20161102T130337
.verified 20161102T150000
--
The commands --help, --version, --dump-options are special in that
they can't be abbreciated on the command line. This is to avoid
problems with regular options with the same prefix.

with clearer text.
In standard English, the normal construction is "${XXX} allows ${YYY}
to" -- that is, the subject (${XXX}) of the sentence is allowing the
object (${YYY}) to do something. When the object is missing, the
phrasing sounds awkward, even if the object is implied by context.
There's almost always a better construction that isn't as awkward.
These changes should make the language a bit clearer.

* tools/gpgconf.c (main) <aListDir>: Factor code out to ...
(list_dirs): new. Rewrite to use a table. Allow selection of a

This change makes the use of gpgconf in scripts easier. For example,
to set the envvar with the name of the socket used by ssh, it is now
possible to do this:
SSH_AUTH_SOCK="$(gpgconf --list-dirs agent-ssh-socket)"
which guarantees that the right name is used.

The commit deprecating gpgsm-gencert.sh
(81972ca7d53ff1996e0086702a09d4405bdc2a7e) dates back exactly 6 years.
https://codesearch.debian.net/results/gpgsm-gencert.sh
suggests that in all of debian it is only referenced in documentation
(for poldi and scute) and example files (libept), and isn't actually
used directly anywhere.
Furthermore, trying to use gpgsm-gencert.sh to make a simple webserver
certificate-signing request failed for me, following the examples in
doc/howto-create-a-server-cert.texi exactly.
It's time we ripped off this band-aid :)

frankly there are even more options not listed anywhere (to see them
use --dump-options).
