doc: Formatting fixes.

* doc/Makefile.am (.fig.jpg): Correct to use -L jpeg.
* doc/gpg.texi: Fix cross reference for --options.
* doc/gpgsm.texi: Likewise.
* doc/gpl.texi: Fix enumerate and re-indent examples.
