* common/init.c (_init_common_subsystems): Don't call
gpgrt_set_syscall_clamp in this function.
* agent/gpg-agent.c, dirmngr/dirmngr.c, scd/scdaemon.c: Call
gpgrt_set_syscall_clamp after npth_init.
