gpgscm: Improve path handling.

* tests/gpgscm/ffi.c (ffi_init): New Scheme variable '*win32*'.
* tests/gpgscm/tests.scm (canonical-path): Correctly handle paths with
drive letter on Windows.  Use 'path-join'.
(path-expand): Use 'path-join'.
