Add license notices for TinySCHEME.

* tests/gpgscm/COPYING: Rename to ...
* tests/gpgscm/LICENSE.TinySCHEME: this.
* AUTHORS: Add a note about TinySCHEME.
* build-aux/speedo/w32/pkg-copyright.txt: Add TinySCHEME notice.

I renamed the file with the license terms to avoid confusion with the
standard name for the GPL.
