New "relax" option for trustlist.txt

(struct trustitem_s): Replaced KEYFLAGS by a FLAGS struct.
Changed all code to use this.
(agent_istrusted): New arg CTRL. Changed all callers. Send back
flags.
* command.c (agent_write_status): New.
