common: New function tokenize_to_strlist.

* common/strlist.c (append_to_strlist_try): Factor code out to ...
(do_append_to_strlist): new.
(tokenize_to_strlist): New.

* common/t-strlist.c (test_tokenize_to_strlist): New.
