Remove the now obsolete argparse code.

* tests/gpgscm/main.c: Switch to the new option parser.
* common/argparse.c, common/argparse.h: Remove.
* common/init.c (_init_common_subsystems): Do not call obsolete func.
* common/Makefile.am (common_sources): Remove those files.
