Included LIBICONV in all Makefiles.

g10/
	* passphrase.c (passphrase_get): Set the cancel flag on all error
	from the agent.  Fixes a bug reported by Tom Duerbusch.
sm/
	* gpgsm.c (main): Let --gen-key print a more informative error
	message.
