Update gitlog-to-changelog.

* scripts/gitlog-to-changelog: Update from gnupg master.
* Makefile.am (gen-ChangeLog): Add new options.
* scripts/autogen.sh: Fix typo in URL.  Reported by Gilles Espinasse.
