common: Allow requesting a specific certtype with get_dns_cert()

* common/dns-cert.c (get_dns_cert): Add arg want_certtype.  Change all
callers.
(CERTTYPE_): Move constants to ...
* common/dns-cert.h: here as DNS_CERTTYPE_.
