dirmngr: Start dirmngr on demand.

* common/asshelp.h: Include 'util.h'.
* dirmngr/dirmngr-client.c (main): Use 'start_new_dirmngr' to connect
to the dirmngr.
(start_dirmngr): Drop now unused declaration and function.
