* options.h, import.c, keyserver-internal.h, g10.c, mainproc.c,

keyserver.c (parse_keyserver_uri): Parse keyserver URI into a structure.
Cleanup for new "guess my keyserver" functionality, as well as refreshing
via a preferred keyserver subpacket.
