gpg: Use integrated passphrase repeat entry also for -c.

* g10/call-agent.c (agent_get_passphrase): Add arg newsymkey.
* g10/passphrase.c (passphrase_get): Add arg newsymkey.
(passphrase_to_dek): Pass it on.
