(opts): Add --nameserver.
(parse_rereadable_options): Act upon oNameServer.
* dirmngr/dns-stuff.c (DEFAULT_NAMESERVER): New.
(tor_nameserver): New.
(set_dns_nameserver): New.
(my_adns_init): Make name server configurable.
