ecc-sos: Compatible mode for SOS.
* g10/build-packet.c (sos_write): Add an argument COMPAT. When COMPAT=1, NBITS specifies number of bits when interpreted as MPI, except the case when the first octet is zero. Signed-off-by: NIIBE Yutaka <gniibe@fsij.org>
