tests: Improve gpgconf test.
* tests/openpgp/defs.scm (valgrind): New variable. (gpg-config): Fix clearing an option. * tests/openpgp/gpgconf.scm: Also toggle 'quiet'. Signed-off-by: Justus Winter <justus@g10code.com>
