Require libgpg-error 1.11. 

* configure.ac: Require libgpg-error 1.11.
* common/util.h (GPG_ERR_NO_KEYSERVER, GPG_ERR_INV_CURVE)
(GPG_ERR_UNKNOWN_CURVE): Remove fallback definitions.
