dirmngr: Lower the dead host resurrection time to 1.5h

* dirmngr/ks-engine-hkp.c (RESURRECT_INTERVAL): Decrease.
(INITIAL_HOSTTABLE_SIZE): Increase because the old values was likely
for development.
