dirmngr: Fix LDAP time parser. 

* dirmngr/ldap-misc.c (rfc4517toisotime): Correct index.

Obviously the parser assumes the standard ISO format with the 'T'
before the hour.  That is not correct here.  We need this parser for
the modifyTimestamp thingy.
