tests/openpgp: Reimplement tests in Scheme. * Makefile.am: Build the test infrastructure on Windows. * tests/openpgp/Makefile.am (required_pgms): Add gpgscm. (TESTS_ENVIRONMENT): Make sure gpgscm and the libraries are found.
